In 1992-1994, Lengiprotrans, on the instructions of JSC Neftegaz, developed a feasibility study (FS) and working documentation for an access railway track to the export base of liquefied petroleum gases (LPG) on the Taman Peninsula on the Black Sea. However, the construction that had begun was suspended due to lack of funding.
In 1998, the Togliattiazot Corporation made a decision to build an export port terminal on this section for the shipment of liquid ammonia with a volume of 2 million tons per year. Lengiprotrans has developed a feasibility study for the construction of an access railway to the port from the area of the Vyshestebliyevskaya station of the North Caucasian railway to ensure communication with the existing railway network. A positive expert opinion was received.
During the design, survey materials of previous years were used, however, the previously released design documentation was almost completely revised for the following reasons:
• changes in the regulatory framework;
• change of technical conditions for abutment;
• changing the layout of the unloading station;
• exclusion of passenger traffic and local cargo handling;
• approval by the customer of other sources of soil for the subgrade.
A certain difficulty in the development of the project was created by the lack of agreed technical conditions for the adjoining of the access road to the existing railway and the subsequent operation of the line. In 1999, Lengiprotrans carried out a technical and operational survey of the abutment section and developed a feasibility study for the technology of servicing the access road.
The route passed through agricultural lands on the territory of the Temryuk district of the Krasnodar Territory. This led to the tracing of the line bypassing vineyards and especially valuable lands, as well as archaeological sites. Attention was paid to the prevention of erosion processes. The design of the subgrade was carried out in conditions of a shortage of soils suitable for filling in the embankment.
At the stations of the line, two-storey service and technical buildings were provided, combined with posts of electrical interlocking. The construction of a locomotive depot is envisaged at the Togliattiazot station.
