The design of the construction of the Moscow-Kazan section of the Moscow-Kazan-Ekaterinburg high-speed railroad (VSM) is the first stage in the organization of high-speed rail traffic in the Russian Federation. The section of the SC "Moscow-Kazan" will pass through the territory of seven subjects of the Russian Federation.
The implementation of the Moscow-Kazan high-speed railway construction project will meet the growing demand of the population of Russian cities for passenger transportation in the communication between them, reduce the time of passengers en route and provide them with a qualitatively new level of service.
Strategy for the development of rail transport in the Russian Federation until 2030, approved by the decree of the Government of the Russian Federation of June 17, 2008. No. 877-r and the Transport Strategy of the Russian Federation provides for the construction of new high-speed and high-speed highways (MSS). The implementation of the investment project VSMM-2 "Moscow-Kazan-Yekaterinburg" will ensure the achievement of the following social, economic and commercial (business) goals:
• Improvement (development, improvement) of transport links, particularly in the passenger and freight (container transport) segments of transport in regions of gravity of the highway, which will contribute to their further economic and social development.
• Provision of a new type of service to the passenger (passenger) in the segment of passenger rail transport - transportation by high-speed rail, reducing travel time, high level of safety and comfort, high regularity and reliability.
• Introduction of innovative technologies in the railway transport industry, modernization of fixed assets.
In 2013, the Institute carried out a feasibility study for investing in the construction of a high-speed Moscow-Kazan-Yekaterinburg railroad to determine the amount and timing of capital investments in the creation of a dedicated high-speed railway. The investment justification, carried out by the Institute, successfully passed the state expertise in 2013 and was approved by the Government of the Russian Federation.
In 2016 The Institute carried out the development of design documentation for the sections - the longitudinal profile and the plan of the line, the roadbed, the upper structure of the track, artificial structures, the contact network.
In 2017 preparation of working documentation is planned.
